Behind Act of 2001 (NCLB) requires federal accountability and reporting =
for all=20
public school districts, campuses, and the state. The Texas NCLB Report =
Card is=20
a web-based reporting system that will generate the required federal =
report=20
cards at the state, district, and campus level for easy dissemination by =
school=20
districts.</FONT></P>
<P align=3Dcenter><U><FONT face=3D"Verdana, Arial, Helvetica, =

size=3D2><STRONG>Federally Required Data =
Elements</STRONG></FONT></U></P>
<P><FONT face=3D"Verdana, Arial, Helvetica, sans-serif" size=3D2>Each =
state must=20
prepare annual report cards that include information related to =
assessments,=20
accountability, and teacher quality, and must include data from all =
school=20
districts in the state.</FONT></P>

Data</STRONG></FONT></P>
<P><FONT face=3D"Verdana, Arial, Helvetica, sans-serif" size=3D2>States =
must provide=20
assessment data from their reading/English language arts, mathematics, =
and=20
science assessments. For each grade and subject tested, the report card =
must=20
include 1) Information on the percentage of students tested =
disaggregated by=20
federally required student groups, 2) Information on student achievement =
at each=20
proficiency level (e.g., advanced, proficient, basic, below basic) =
disaggregated=20
by federally required student groups; and 3) The most recent two-year =
trend data=20
in student performance for each subject and for each grade. The Texas =
NCLB=20
Report Card provides assessment data consistent with federally reported =
data=20
definitions for the reading/English language arts, mathematics, and =
science=20
assessment results and adequate yearly progress (AYP) performance and=20
participation indicator evaluations. As required by regulation, the =
assessment=20
data must include all students in the grades tested as a whole and all =
students=20
in the grades tested in each school served by the district, not just =
those=20
students enrolled for a full academic year. The results are displayed by =
student=20
groups specified by federal regulation.</FONT></P>

size=3D2><STRONG>Accountability Data</STRONG></FONT></P>

accountability data required on Texas NCLB Report Card are a comparison =
between=20
student achievement levels and the State's annual measurable objectives =
in=20
reading/language arts and mathematics used in evaluating AYP. Data on =
student=20
performance on the AYP additional academic indicators (graduation and =
attendance=20
rates) must also be reported. The AYP results are displayed by student =
groups=20
specified by federal regulation, including additional student groups =
that are=20
not evaluated for AYP.</FONT></P>

size=3D2><STRONG>Teacher=20
Quality Data</STRONG></FONT></P>

information for 1) The professional qualifications of all public =
elementary and=20
secondary school teachers in the State, as defined by the State (e.g., =
bachelors=20
and advanced degrees, licensure), 2) The percentage of all public =
elementary and=20
secondary school teachers teaching with emergency or provisional =
credentials,=20
and 3) The percentage of classes in the State not taught by highly =
qualified=20
teachers disaggregated by high-poverty compared to low-poverty schools. =
For this=20
purpose, high-poverty means schools in the top quartile of poverty and=20
low-poverty means the bottom quartile of poverty in the =
State.</FONT></P>

Assessment of Educational Progress (NAEP) Data</STRONG></FONT></P>

report cards must include 1) the most recent NAEP reading and =
mathematics=20
results for the state and 2) the participation rates, both disaggregated =
by=20

is identified as LEP on the TAKS answer documents, the student is =
included in=20
the LEP student group. The Texas NCLB Report Card results for the LEP =
student=20
group represents students identified as LEP in the current year only, =
except for=20
Part II - Accountability Data, Reading/English Language Arts and =
Mathematics=20
Percent Met Standard (Proficient) &amp; Commended (Advanced). These =
columns=20
report AYP performance results for LEP students identified as either 1) =
a=20
currently identified LEP student, or 2) a former LEP student that has =
met the=20
criteria for bilingual/ESL program exit, is no longer classified as LEP =
in PEIMS=20
and is in the first or second year of academic monitoring as required by =
state=20
